The first permanent school built in Colorado
Springs, named after the American poet; James Russell Lowell was opened in
1891. An addition in 1901 doubled the size of the facility and its
remained in continuous operation without significant architectural changes until
1981. In 1999, the
Colorado Springs Housing Authority commissioned a
complete remodel and restoration. The goal of the project was to provide an
efficient office environment while maintaining the historic character of the
original school.
The project was the recipient of a $650,000 Colorado
Historic Society grant and received over $2.4 million in other city and
federal grants. The building exterior required intensive remedial repair
and restoration due to years of neglect while the interior was undergoing
selective demolition and installation of all new mechanical, plumbing, and
electrical systems. The Housing Authority has been occupying the building since
September 29th, 2001.
